移动一卡通的社会效益分析——基于福州便民支付环境现状调研

摘　　要：本文通过对福州市医保卡、社保卡、公交卡等便民支付卡和移动一卡通的调查和访谈,再结合对日本一卡通Suica、香港八达通OCTOPU、台湾一卡通iPASS的调查研究,本文认为,福州市发展移动一卡通具有较好的社会效益,符合福州建设智慧城市的发展目标。随后本文探讨出了福州发展移动一卡通的三大障碍:便民卡类型多样,难于完全统一;移动一卡通多局限于小额支付,服务内容较单一;移动一卡通的安全。最后本文分别从企业、市民、消费者和政府角度给出了相应的建议。Based on the investigation of Fuzhou payment cards such as Fuzhou city health insurance card, social security card, the public transportation card and on the interview of mobile card, combined with the research on the Japanese card Suica, Hongkong OCTOPU, Taiwan card iPASS, this article believes, to develop mobile card in Fuzhou has good social benefits, which is in line with the development target of Fuzhou---the construction of a wisdom city. Then the article discusses three major obstacles in the development of Fuzhou mobile card： it is difficult to completely unify so many types of cards; mobile card is limited to the micro payment, service content is unitary; the security of mobile card. Finally, this article gives corresponding recommendations separately from the enterprise, the public, consumers and the government.
