摘 要:在公共外交的“多轨道”体系中,智库所从事的第二轨道外交活动不但与政府外交相辅相成、互为补充,而且智库外交是整个公共外交体系的智力和信息中枢,是多轨外交行动主体的“舆论领袖”.中国应重点扶持一批公共外交专业智库.对于民间公共外交智库的发展,政府在市场准入政策和税收减免上给予一定的支持,推动中国智库的多样性.公共外交智库要特别加强公共属性与社会责任,要积极拓展国际影响力。In the multi-track system of public diplomacy, China's think tanks are engaged in Track II diplomacy which assists and complements governmental diplomacy; in addition, think tank diplomacy is the intellectual and information pivot in the whole public diplomacy system, and acts as an 'opinion leader' among players of multi-track diplomacy. China should support a batch of think tanks specialized in public diplomacy. To foster non-governmental think tanks for public diplomacy, the government needs to give more support in terms of market entry policies and tax reduction to promote the diversity of Chinese think tanks. Think tanks for public diplomacy should especially strengthen their public attribute and social responsibilities, and actively expand their international influence.
