摘　　要：寒地黑土区域生态经济价值巨大,但生态环境问题突出,根本原因在于生态法律制度建设的缺位。当前迫切需要将生态文明理念引入生态法律制度建设之中,以生态文明观为指导,实现寒地黑土法律的生态化。法治以其公平正义等功能价值成为生态建设的不二选择。目前,应从立法精神上,以宏观立法层面和中观或微观层面来为建构寒地黑土区域生态法律制度体系提供建议,重点研究包含生态责任追究制度和生态公益诉讼制度的寒地黑土区域生态环境保护。The areas of Cold Region and Black Soil have huge ecological economic value while the ecological environmental problems are also serious, whose fundamental cause lies in the absence of the construction of the ecological legal system. It is urgently needed to bring the concept of ecological civilization into the construction of the ecological legal system so as to achieve the ecologicalization of the legal system in the areas of Cold Region and Black Soil with the concept of ecological civilization as a guide. Governing by law has been the only proper choice of the ecological construction due to its functional values including its fairness and justice etc. At present, we should provide suggestions for the construction of the ecological legal system in the areas of Cold Region and Black Soil from the perspective of macrolegislation, mesolegislation or microlegislation and mainly research into the ecological environmental protection of the areas of Cold Region and Black Soil, containing ecological accountability system, ecological public interest litigation system etc.
