摘　　要：株洲市流浪人口结构复杂,其中以老年人为主体。其形成的具体原因多样,包括经济、教育、资源和利益分配格局、人口问题、身心健康等一系列因素。要妥善化解株洲市流浪人口面临的问题,就需要发展经济,提升教育质量。同时,要建立公平公正的分配机制,完善向社会弱势群体倾斜的社会保障制度,积极引导社会民间力量参与流浪人口的救助。The composition of beggars in Zhuzhou is complicated and most of them are old people. A variety of reasons cause this situation, including economy, education, the allocation of resource and profit, population problems, physical and mental health problems and so on. In order to alleviate the problem, it is imperative to develop the economy and improve the education. In addition, it is a social security system inclined to the disadvantaged and necessary to set up a fair allocation mechanism, provide guide the public into helping the beggars.
