摘　　要：村民自治是我国人民当家作主的创新探索,其直接民主的形式更是深刻影响着我国的民主与法治进程,但是在具体实施过程中受村民程序认知、传统程序法律文化、程序违法责任机制等因素的影响和制约,存在着不同程度的程序失范现象。在持续推进政治民主的进程中,解决好村民自治问题,实现村民自治法律程序化、规范化,必须从增强村民程序理念与程序意识、加强基层政府对村民自治程序的指导、完善程序违法责任追究机制入手,从源头、过程和结果全面防范和杜绝程序失范,以进一步推进新农村建设,实现农村的和谐与稳定。The villager autonomy is one of the important ways of democratic self - government in China. The direct democracy exerted profound impact on China＇s democracy and rule of law in the process of modernization, but due to the influence and restriction of villagers＇ poor procedure cognition, traditional procedure legal culture, liability mechanism of the illegal procedure etc, there process. In continuing to promote political democracy, still exist some procedure anomie in the implementation solve the problems in villager autonomy, realize the routinization and standardization of the villager autonomy law, we must enhance the villagers＇ procedure concept and procedure consciousness, strengthen the local government＇ s guidance, and perfect the liability mechanism of illegal procedure. We need to prevent and eliminate procedure anomie from the source, process and results, thereby to further promote the new rural construction and realize the harmony and stability in rural areas.
