摘　　要：农地经营制度和林地经营制度相互借鉴,相互促进。党的十八届三中全会后,实施的所有权、承包权、经营权"三权分离"的农地经营制度改革,将会在诸多方面产生影响,林业发展要关注出现的新情况、新政策、新动向、新问题,积极因素与消极因素,全面深化各领域的改革,在体制和机制上大胆创新,发挥农林互补与协同效应,避免农林替代与挤出效应,谨慎对待跟风与模仿效应。Farmland and woodland operating system are closely tied up all the time, with learning and promotingfrom each other. After the Third Plenary Session of the 18th Central Committee of the Communist, farmland operating system reform with ＂separation of three rights＂ as main content will have an important impact on many aspects. Forestry administration sectors should concern about the emergence of new situations, new policies, newtrends, new problems, positive factors and negative factors, comprehensively deepen reform in various fields in thesystem and boldly innovate system and mechanism for forestry development, promote a complementary and syner-gistic effects between agriculture and forestry, avoid substitution and crowding-out effects, carefully treat followand imitation effects.
