摘　　要："太安政权"作为后凉政权雏形是前秦凉州地方政权的发展和延续。河西地方政治稳定、吕氏家族势力发展、关陇割据纷争局势以及前秦政治影响弱化趋势是促成"太安政权"性质发生裂变的主要因素。Tai＇ an regime, regarded as the prototype of the later period of Liang regime, is the development and continuation of Liangzhou （of former Qin） local government. The paper demonstrates the character of the Tai＇ an regime from the rulers＇ political inclination, political power and class rule-based system construction and other aspects. The article shows that Hexi local political stability, the Lyu family＇ s influence on the development of the situation, separation of Guan and Long district and the weakened political influence of the former Qin are all the main factors contributing to the transformation of the Tai＇ an regime.
