摘　　要：我国在"十二五"规划中明确提出加快推行合同能源管理,促进节能服务产业的发展。作为合同能源管理项目的实施主体,节能服务公司在这其中发挥着至关重要的作用。为规范节能服务公司实施合同能源管理项目,科学评价其合同能源管理服务水平,本文以现有服务质量评价理论为基础,结合业内相关机构对合同能源管理的评价需求,通过分析合同能源管理作为生产性服务业的服务特性,提出从服务能力、服务过程及服务绩效三个维度构建合同能源管理服务评价指标体系,并阐述了上述三个维度之间的内在关联。合同能源管理服务评价指标体系的建立,有利于规范和引导节能服务公司提供良好的合同能源管理服务。In the 12th five-year plan, Chinese government clearly put forward to speed up the implementation of Energy Performance Contracting to promote the development of energy-saving services industry. As the principal part of the implementation of Energy Performance Contracting Project, energy service companies play a vital role in the field. Based on the existing service quality evaluation theory and combined with the relevant agencies industry demands for Energy Performance Contracting evaluation, the paper analyzes the service characteristics of Energy Performance Contracting, puts forward the evaluation index system in three dimensions of service ability, process and performance, and elaborates the intrinsic connection among the three dimensions, in order to regulate the energy service companies＇ implementation and scientifically evaluate its service level. The establishment of the evaluation index system will be conducive to regulate and guide the energy services company to provide good Energy Performance Contracting services.
