摘 要:山东省环境监测工作经过近40年的发展,取得历史性的突破,目前正处于继往开来、转型发展的关键阶段。按照国家的统一部署和要求,将工作重心转到环境监测业务和技术上来,实现各级监测站的成功转型,是环境监测系统深化改革、促进科学发展的必然要求。在转型中成长,在转型中发展是体制机制改革的基点。文章从山东省环境监测的发展历程回顾和评价出发,提出了转型发展的定位、制度、技术体系、重点领域等方面的对策措施。Environmental monitoring career in Shandong province has been developed for nearly 40 years, and has achieved a great historic breakthrough. We now stand at the crucial stage of opening up the future and pursue greater development and transformation. According to the governments' unified deployment and requirements, environmental monitoring stations should concentrate to the environment monitoring service and technology development, and then achieve the successful transformation, which is essential for the reforming and scientific development of the environmental monitoring system. The basic requirement of system and mechanism reform of environmental monitoring system is transformation and development. This paper reviews the development process of Shandong environmental monitoring center, and gives the reasonable advices on the orientation, mechanism, technology and key fields of the transformation process.
