论生态环境压力下的煤炭资源清洁利用

摘　　要：当前大气环境质量问题成为社会关切和热议的话题,大气污染防治工作既是当前重要的民生问题,也是结构调整和经济转型升级的重要抓手。对于既是国家能源安全支柱又是雾霾主要来源之一的煤炭来说,通过加强煤炭绿色开采和清洁利用,积极推广应用洁净煤技术,能够从源头上有效控制大气环境污染。对此,从7个方面提出相关政策建议,为政府决策提供参考。At present, an issue of an atmospheric environment quality became a social much concerned and hot topic. The prevention work of the air pollution would be the present important people＇ s livelihood issue and also would be important breakthroughs of the structure adjustment and economic transformation upgrading. As a national energy security pillar and coal - one of the haze resources, with the enhancement of coal green mining and clean utilization, an active and wide application of the clean coal technology could actively control the atmospheric environment pollution from the sources. Therefore the paper provided the related policy proposals from seven aspects in order to provide the references to the Government decision making.
