促进河南省农业人口转移市民化的思考

摘　　要：在总结河南省农业人口转移市民化主要特点的基础上,剖析了其存在的突出问题,根据中央城镇化工作会议精神,结合河南城镇化的阶段性特征,明确了河南省农业人口转移市民化的方向重点;提出了提升城镇吸纳就业、劳动者就业创业、公共服务保障、基础设施支撑等能力的对策措施;创新户籍和人口管理、转移人口市民化推进、成本分担、资金保障、城镇管理和社会治理等机制的关键环节;从能力建设和制度创新两个方面,构建促进河南农业人口转移市民化的引力系统和动力系统.This paper analyzed the critical issues involved in the citizenization of rural population in Henan Province by summarizing its main characteristics. Based on the framework laid out in the central government ’s urbanization conference and the current features of Henan’s urbanization,this paper identified the main directions of rural population citizenization;proposed the mechanisms for increasing capacities such as employment,startup support,and public service and infrastructures in towns and cities;and reinvented key components in the process of household registration,citizenization,cost and funding allocation,city management,and social governance. Based on above analysis,this paper further established a sustainable mechanism for promoting rural population citizenization in Henan Province through capacity building and institutional innovation .
