试论开封向中原经济区副中心城市迈进的战略取向

摘　　要：主副中心结构是工业化中后期区域经济迈向成熟发展阶段的重要模式,开封向新兴副中心城市迈进标志着中原经济区"一主两副"(郑州为主中心、洛阳和开封为副中心)的框架结构基本形成;建设开封新兴副中心城市是带动豫东黄淮落后地区乃至整个中原经济区发展的战略需要;开封市具有区位交通、人文、劳动力等要素资源、郑汴同城化等比较优势基础条件,具有建设新兴副中心城市的巨大潜力;应着力探索高速化的跨越发展模式、差异化的特色发展模式、现代化的高端发展模式等3条新兴发展路径;积极推进郑汴同城化,着力打造"郑-港"、"郑-汴"、"汴-港"等3条轴带,构建郑汴港金三角都市区.The main and deputy center structure is an important mode of late regional industrialization in the mature stage of economy development. Kaifeng as the new deputy center city marks the structure formation of Central Plains Economic Area with“one main center and two deputy center”（Zhengzhou as main center,Luoyang and Kaifeng as Deputy Center）. The construction of Kaifeng as new deputy center city is driven by the strategy for improving the economy development of backward areas in Huang-Huai and even the whole area of Central Plains. Kaifeng City has the basic conditions advantages of regional traffic,humanities, labor resources,and Zheng-Bian urban integration, and has huge potential for building new deputy center city. Thus we should strive to explore the high-speed development mode,characteristic development mode with difference,modern high-end development pattern;we should actively promote the Zheng-Bian urban integration,striving to create Zheng-Gang,Zheng-Bian,Bian-Gang three shafts, and construct the Zheng-Bian-Gang golden triangle urban district.
