摘  要:人权与民主日益成为国际经济制裁中的重要政策目标。不仅发达国家经常发起以人权或民主为政策目标的经济制裁,且发展中国家也发起以人权或民主为政策目标的经济制裁。尽管存在发起方另有目的可能性,但以人权或民主为政策目标的经济制裁确有其理念上的渊源与"真实性"。评估方法的局限与其他制裁措施的同时实施等因素使这种经济制裁的效果在评估中有被稀释的倾向。发起方以人权或民主为由追求其它目标也会使以人权或民主为目标的经济制裁效果更难评估。总体而言,以人权或民主为政策目标的经济制裁难以单独成功,但并非无效。在有其他制裁配合下,经济制裁可能相对有效,但其效果在评估中更难体现。Human rights and democracy are becoming more and more important policy goals in international economic sanctions. N ot only developed countries often initiate economic sanctions w ith human rights and democracy as policy goals,but developing countries also start economic sanctions w ith policy goals of human rights and democracy.Though the initiator may have other goals,the economic sanction w ith human rights or democratic policy goals has its historical origin in concept and 'realist actuality'. Because of the limitation in evaluation and application of other measures of sanction,the effect of economic sanctions aimed at human rights or democracy may be diluted in evaluation. O ther targets of the initiator w ho starts the sanctions in the name of human rights or democracy make it more difficult to evaluate the effect of economic sanctions aimed at human rights and democracy. O verall,economic sanctions aimed at human rights and democracy can hardly succeed w ithout other measures,but are not ineffective. If accompanied by other measures,economic sanctions aimed at human rights and democracy may be relatively more effective,but the result more difficult to evaluate.
