摘　　要：实现经济现代化是俄罗斯当务之急,为此俄罗斯必须大量吸引外资以弥补资金、技术和经济管理等方面的不足。然而长期以来投资环境不佳严重阻碍了外国资本进入俄罗斯。加入世贸组织对于俄罗斯改善投资环境无疑是有利的,但关键性问题是外国投资的软环境极度不佳,而软环境不会因为入世发生快速的实质性改变,而且在相当长的时期内继续阻碍外资进入俄罗斯。At present,as economic modernization is a priority for Russia,Russia must attract a large amount of foreign investment to compensate for the lack of capital,technology,and management expertise. However,the poor investment environment has long impeded the entry of foreign investment into Russia. Russia's accession to WTO has,to some extent,improved the hard environment for investment including laws and the legal system. Nevertheless,some disadvantageous factors in soft environment such as national risks,bureaucracy,and corruption,will continue to be major barriers to foreign investment.
