试析选举改革与香港的有效治理

摘　　要：选举、选制包涵特定的目标与价值取向,对统治或治理产生直接且深刻的政治影响。受政制架构及选制设计的影响,回归以后的香港民选政治既有突出的成就,也有显然不适应有效治理和民主发展要求的地方。应当开放性地看待香港选举与治理的优化问题,审慎处理好中央—香港政府—香港公众的关系问题,互谅互让、彼此妥协,超越唯管治权之争的敌我二分意识以及非理性、非地方政治本位的泛政治化冲动。There are specific objectives and value orientation in election and electoral system, which will pose direct and profound political impact on governance or administration. Being influenced by the structure of political system and design of electoral system, the democratic election in Hong Kong after its reunification with China has both great achievements and something not satisfying the requirements of effective administration and democratic development. We shall treat the optimization of election and administration in Hong Kong with an open mind, cautiously deal with the relations between the central government, Hong Kong government and Hong Kong people with mutual understanding and accommodation, and abandon the dichotomy concept on fighting over the administration authority and irrational, non local governance oriented pan -political impulse.
