摘　　要：高校图书馆社会化服务面临着图书馆事业系统规划、法规建设、资源共享和服务整合不足的境况。政府和图书馆行业组织要发挥主导与协调作用,通过顶层设计,系统构建图书馆服务体系,完善图书馆法规建设,统筹规划高校图书馆社会化服务,整体促进高校图书馆社会化服务发展。Social service of the university libraries faces the dilemma of overall planning, legal construction, resource sharing and lack of service integration. Goverment and organizations of library industry should play a leading and coordinating role to push ahead with the idea of top design, construct the public service system systematically, improve the construction of regulations and overall planning of social services of the university libraries, so as to promote the development of university libraries＇ social service in an all-round way.
