摘　　要：首先明确了填海造城的双刃剑效应:一方面具有推动海洋经济发展的积极作用,另一方面则导致多种潜在的安全隐患。然后对填海城区的固有属性和其灾害特征进行了系统的分析,并在此基础上,从防灾安全角度出发构建了具有针对性的填海城区防灾规划体系,强调建立基于避灾、减灾、防灾和救灾综合目标的全程化防灾规划途径。旨在为今后的填海造城的防灾工作提供具有参考意义的理论与实践框架。First the double-edged sword effect of reclamation is defined： on one hand, there is positive effect to promote the development of marine economy, on the other hand, there are a variety of potential safety hazards. Then, this paper studies the inherent attributes and the disaster characteristics of the reclamation area. Based on this, a disaster prevention planning system is built up, and a full-course plan route is suggested based on comprehensive goals which include disaster avoidance, disaster mitigation, disaster prevention and disaster relief to provide a workable theoretical and practical framework for future works of reclamation area disaster prevention.
