公立医院公益性的社会性规制探讨

摘　　要：从社会性规制角度分析,公立医院公益性淡化可归结为与外部性和信息不对称相关的两大类问题。最有效的治理方法就是社会性规制,主要包括医疗质量管理体制、医疗保障制度体系、应急救援机制、医疗信息披露制度、患者权益保障制度。通过这些社会性规制,可以有效解决公立医院公益性淡化问题,充分保障公立医院的公益性。From the perspective of social regulation, public hospitals＆#39;public welfare desalination can be attributed to two related issues, one is asymmetric information, another is externality.The most effective treatment methods are social regulation measures, including medical quality management system, medical security system,emergency rescue mechanism, medical information disclosure system, patient rights protection sys-tem.By implementing these social regulation measures can effectively solve the problems of welfare dilution, to fully protect the public welfare in public hospitals.
