摘　　要：控权的宪政设计像任何制度设计一样 ,是随着社会发展而不断演进的。产生于近代资本主义商品经济时代的传统控权理论 ,经过现代市场经济时代的转换发展到当代知识经济条件下 ,要求控权与保权的辩证统一 ,呈现出宪政发展新趋势。Like any other designs, the design of power-controlled constitution has been evolving with the development of the society, the traditional power-controlled theory that was originated from capitalist commodity economic era, through the modern market economic era when it emphasized that power of nation should be active and efficient at the basis of power-controlled. And up to the contemporary knowledge economy when it emphasized the union of power-controlled and power-protected, it will take on a new trend of constitution.
