摘　　要：1990年中央决定上海浦东开发开放有着特定的时代背景 ,而对江苏来说则是一个千载难逢的机遇 ,江苏省对此作出积极回应 ,江苏省政府代表团访问上海 ,苏沪合作 ,开创了呼应浦东开发开放的先例。江苏省及时地将大力发展外向型经济作为全省经济发展的重大战略 ,并努力营造有利于外向型经济发展的良好环境。 1 0年来江苏省外向型发展形成了自己鲜明的特点。笔者作为这一历史实践的决策者、参与者、见证者之一 ,有诸多切身体会。The 1990 decision of the Communist Party Central Committee to open up and develop Pudong, Shanghai has its unique historical background. It is a chance in a million for Jiangsu province. The province has responded positively. The trip of Jiangsu Provincial Government delegation to Shanghai has resulted in cooperation between Jiangsu and Shanghai, and become a precedent in response to Pudong open-up and development. Jiangsu adopted the major strategy of developing export-oriented economy for provincial economic growth and took great efforts to create a sound environment favorable to export-oriented economy. In the past ten years, export-oriented economic development in the province has assumed its unique features. The author has had numerous hands-on experiences as a decision-maker, a participant and a witness of those historical practices.
