摘　　要：从制度和产权理论的角度分析金融产权结构的改革与金融体制效率的改进 ,可以看出在我国国有金融垄断的情况下 ,只有地方政府才能够成为沟通上层结构 (国家 )的制度供给与下层结构 (社会 )的制度创新需求的中间环节 。From the viewpoint of systems and equities,to reform the structure of financial equities and improve finacial systems it can be seen that in the case of the monopoly of the state-owned finance only local governments can act as an imtermediate links which link up the system supply of the super structures and the demand for bringing forth new systems of the lower-level units.They will become creates and protectors of new financial equities.
