摘　　要：本文以苏、皖淮北地区为例，探讨近代（1840－1949）农业生产条件─—劳动力、劳动工具和劳动对象的恶化与流民现象发生的内在联系，认为流民现象的发生主要不是经济发展造成的，而是相反。淮北流民在属性上还不是完全意义上的近代流民，这种情况，应同样存在于全国大部分地区。This thesis, taking northern Huaihe Area in Jiangsu and Anhui provinces as example,inquires into inter relations between deterioration of modern (1840 - 1949) agricultural productiveconditions including labour force, implements of labour, subject of labour, and refugeephenomenon. It holds that refugee phenomenon is not caused by development of economy, but byunderdevelopment of economy. In essence, refugee phenomenon in northern Huaihe Area whichalso exists in other parts of China is not modern refugee in strict sense.
