摘　　要：本文分析了我国重点监测区地震工作现行运行机制的弊端。提出引入新的运行机制的设想:在重点监测区内实行行政首长负责与技术决策系统专家负责相结合的领导体制;突破行政区划约束;引入竞争机制,任务招标承包;改革科研管理体制,建立保障机制。This paper analyses some corrupt practices of moving mechanism in the present seismic work of the key monitoring region. It also intrudces new tentative ideas of its moving mechanism, those are: a leading system of combining charges of administrative leading cadres with those of experts of technical policy should be carried out in the key monitoring region; breaking through the restraint of administrative divisions; drawing into competitive mechanism. The task is to invite tenders and make contract to reforme the administrative system of science and technique and build up the safeguard mechanism.
