摘　　要：分析了 1998年湖南省特大洪涝灾害的特征及成因 ,提出了防治对策 。This paper analysised characteristics and causes of the catastrophic flood waterlogging disaster in Hunan Province in 1998,and put forward the countermeasures of flood prevention. It provided scientific basis for not only the sustainable development of economy in Hunan Province but also the comprehensive harnessing of Dongting Lake.
