摘　　要：水资源污染补偿制度的建立 ,将加强我国对水资源国有权的保护 ,促进产业结构和产业布局的合理调整 ,社会分配公平化和市场经济的健康发展。水资源污染补偿制度对提高我国水资源的保护能力 ,促进我国法制建设的进步 ,具有现行制度无可替代的重要意义。The establishment of a water pollution compensation system can help strengthen the protection of the state ownership of water resources,promote the rational adjustment of regional industrial structure layouts,and benefit impartial social allocation and healthy economic development.Furthermore it will improve institutional capability in water resources protection,which is of significant value as compared with the existing administration framework.
