摘　　要：面对中国加入世界贸易组织的契机 ,刚刚起步的西部大开发应当以忧患、前瞻的意识去应对。在策略的调整中 ,首先应实事求是地进行自我定位 ,准确判断经济增长的切入点。其次应逐步建立包括软环境、法律、政策、道德约束、国际惯例等的经济新秩序。在创造最大的经济价值的同时 ,认真推行ISO140 0 0系列标准 ,改善西部生态环境 ,实施可持续发展 ,真正实现资源、环境、经济。As the WTO entry approaches Chinese government should pay much attention tactics for the large -scale development of West China. In Western region Development, investigations and studies first are being conducted to formulate a scientific plan. Second, new approaches, new methods and new mechanisms should be introduced, which keeps with the new situation of international and domestic economic and social development. Third, efforts to develop the West should give top priority to the protection and conservation of the ecology and the control of environmental pollution, thereby achieving sustainable development.
