摘 要:本文探讨职业化卫生管理队伍建设的法规与制度保证。首先阐述了法规制度保证的必要性,是依法管理的需要、强制执行的需要、稳定实施的需要和规范化管理的需要;其次阐述了所需的法规制度保证,主要包括:专业化制度、专职化制度、任职资格制度和专业技术职称制度;再次,阐述了法规制度保证的可行比专业化制度具备了一定的教育培训条件,专职化制度具有一定的认识和规章基础,任职资格制度正在酝酿之中,技术职称虽无规范性制度,但是不少卫生机构都在评定,急需制度规范。This paper discusses the establishment of the laws and regulations for training professional health administrative workers. First of all, it explains that the establishment of the laws and regulations is necessary for health administration by law, forced enforcement, steady implementation, and stipulated administration. Then, it talks about the necessary laws and regulations that are to be established. They include specialized system, full-time personnel system, qualifications system, and specialized academic ranking system. Finally, this paper expounds the feasibility of establishing laws and regulations for training the specialized health administrators: for establishing specialized system, educational and training facilities are already available; for full-time personnel system, there have been some regulations already and people have also had some understanding of them, for qualifications system, there has been discussions about it, and for specialized academic ranking system, though there have not been stipulated rules and regulations, many health institutions and organizations are offering evaluations for granting academic titles.
