军队卫生立法规划项目的论证研究

摘　　要：本课题采用综合评价和多目标决策的思路，研究确立了由３项一级指标、９项三级指标组成的军队卫生立法规划拟列项目评估指标体系，并通过专家咨询确定了评分参考标准和指标权重。应用该指标体系对拟列入２００１－２０１０年军队卫生立法规划的８６个预选立法项目进行论证评估，得出各立法项目的综合得分，在此基础上提出列入军队卫生立法规划的建议项目。该研究的意义在于把综合评价的思路和方法引入军队卫生立法规划项目论证之中，实现了由单纯定性判断向定性判断与定量评估相结合的转变，减少确定立法规划项目的盲目性和主观随意性。This research belongs to the category of study method of laws and regulations. Guided by system theory and basic principles of jurisprudence, by way of synthetic evaluation and multiple -targets decision, we establish index system for item evaluation of military health legislation plan,which includes 3 first level indexes and 9 second level indexes, and define the refetent standard and weight of the indexes through expert consultation. According to the target and mission of military health legislation during 2001--2010, we select 86 legislation items and apply the index system to evaluate them. After getting. the comprehensive score by means of statistical method ,we bring forward the suggestion of legislation items that will enter military health legislation plan. The significance of this research lies in the application of the thought and method of synthetic evaluation in item demonstration of military health legislation plan. The research achieves in the shift from simple nature judgement to the combination of nature judgement and numerical evaluation, reduces the subjectivity and blindness in the drafting of legislat ion plan, and accelerates the systematization and scientificalness of military health legislation.
