摘　　要：介绍了美国和加拿大合建的联盟管道(Alliance Pipeline))工程从前期研究到施工、投产的全过程,包括气源、市场、需求技术、环境影响等方面的研究和融资、获得许可证、征地、先期签定运输服务协议的运作过程,还介绍了管道施工、管道防护等方面的一些作法。认为联盟管道有四项重要的借鉴价值:①采用高压、富气输送提高管道输送效率;②压缩机站科学的动力布局;③充分的项目准备和有效的保障措施;①有效的融资机制降低投资风险。In this paper , the whole work process in preliminary study , construction and commissionning of Alliance Pipeline is introduced,including corresponding researches in gas source,marketing,relative technologies to be needed and environmental effects ,proceedings in the financing and commitments,acquiring land agreements, certificate of public convenience and necessity and preliminary firm shipping commitments ,as well as practice in construction and protection of pipeline. The authors consider that four valuable experiences from Alliance Pipeline are worth reference for our pipeline management departments,that is, increasing transfer efficiency of pipeline with high pressure and rich gas transportation; scientific power arrangement for compressor stations;full and effective project preparation and decreasing capital risk with effective financing mechanism.
