摘　　要：下岗职工人数呈上升的态势 ,引起了人们的烦恼和困惑 ,引发了社会的不稳定。但下岗是经济规律作用的结果 ,是改革过程中必须经历的阶段。解决下岗职工再就业是一个社会工程 ,国家要有得力措施 ,职工要转变旧的就业观念。The increasing number of the laid-out workers makes the people worried and puzzled, thus giving rise to the unstability of the society. The laid-out, as a result of the economic law, is an inevitable period during the process of reform. It is a social project to realize the re-employment of the laid-out workers. The state must must have its efficient measures and the laid-out workers must have their traditional modes of thought renewed.
