摘　　要：农村基本公共卫生服务包可分为纯公共卫生服务、准公共最低保障卫生服务、准公共差别保障卫生服务三大类。由于农村税费改革对农村各项生产公益事业支出政策仅提出原则性意见 ,因此 ,必须明确各级政府对各类农村基本公共卫生服务的补偿及成本费用分担方式 ,以保障农民的基本卫生服务需求。Basic public health services in rural areas were composed of simple public health services, quasi bottommost ensurance and differential ensurance in public health services. The tax and fee reform only provided the principles on various expenditures of public enterprise in rural areas. To satisfy basic health demand in rural areas, the responsibility of the government all levels for bearing the cost and compensation of basic public health services should be ascertained.
