摘　　要：在区域可持续发展系统中，环境因素既是系统的自身要素之一，也是系统演进的约束条件。只有把环境保护和治理放在包括发展在内的更大的范围内，环境问题才能最终得到解决。本文从环境问题的经济学分析入手，探讨了环境问题产生的原因及解决环境问题的对策；结合我国西部地区的实际情况，进一步分析了环境因素在区域可持续发展系统中具有双重意义的特点；指出通过环境产业对区域经济的带动作用，实现区域可持续发展，是一条可供选择的战略决策。： The environmental factor is the element of the regional sustainable development system， also is one of the boundary conditions of the system's evolution. This paper discusses the environmental problems and their solutions， and analyzes the double characteristics of the environmental factor in the regional sustainable development system on the fact of the west China. We suggest that developing the environment industry is a selective strategy to carry out the regional sustainable development.
