摘　　要：在万家寨引黄工程国际Ⅱ、Ⅲ标土建工程合同执行过程中，承包商和工程师对技术规范中混凝土强度要求问题存在不同理解． 为此，承包商邀请世界闻名的美国混凝土专家 E．R．斯查德先生就此问题来工地进行了现场考察，并写出考察报告．笔者根据有关混凝土规范和施工合同的规定，对美国混凝土专家所谓“要求的强度”以及配合比设计等观点进行了分析，对正确理解合同技术规范有借鉴意义．In the process of implementing the ICB Lot_2 and Lot_3 contract for civil works of Wanjiazhai Yellow River Diversion Project， the contractor and the engineer hold different understandings on the issue of concrete strength mentioned in the technical specifications． Therefore， the contractor has invited Mr．E．R． Scald， a world-renowned American concrete expert， to visit the site for this issue and also has required him to prepare the site visit report． In accordance with the related rules about concrete as well as the stipulations of the construction contract， authors of this paper have made analysis and contradictory discussions upon the standpoints held by that American expert such as his so-calld“required strength” and mix proportion design etc．． This paper is instructional to the correct understanding of the contract technical specifications
