摘　　要：通过分析安全、隐患、事故之间的变化规律 ,揭示了安全与事故不仅普遍存在于自然界和人类社会活动中 ,具有与客观规律相依而生的自然属性 ,而且两者的对立统一 。Safety and accident exist universally in natural world and man's social activities and possess the natural property of dependence on objective laws.The unity of opposites of them gives them the social property of making objective things develop to a higher level.
