中国西部地区产业结构动态控制分析

摘　　要：用灰色系统理论建立了中国西部地区产业结构动态控制模型 ,分析了中国西部大开发的对策和策略。得出为了优化西部产业结构 ,需要大力发展关联度大、吸收劳动力强的第三产业 ,吸收农业剩余劳动力 ;加强对西部的投资 ,特别是第一、第二产业的基础设施和更新改造投资 ,促进农业现代化和工业技术水平 ;发展劳动密集型工业 ,吸收西部农业剩余劳动力 。Restructuring and optimizing the industry structure is one of the most important work in the Great West Developing of China. This paper establishes a dynamic control model of industry structure of the West with the theory of gray systems, analyses the strategies and policies in the Great West Developing of China. The conclusion is that, to optimize the industry structure of the West, it is essential to develop the third industry which is strongly associated with other industries and absorbs labor force very well and to accelerate investment in the west, especially in the second and the third industry, in order to upgrade the level of modernization of the local agriculture and industry, as well as to promote the labor dense industries so that more jobs are provided while in some well conditioned provinces to transfer the resource dense industries to the labor dense industries and then to the technology dense ones.
