摘　　要：土地整理是实现耕地总量动态平衡的根本途径 ,是我国耕地保护的重要举措。本文论述了土地整理的重要性 ,并介绍了近年来国内的实践经验和成效 ,同时就河南省土地整理的现状提出了若干有效措施。Land consolidation and rehabilitation is the foundamental way to realize the dynamic equilibrium of total cultivated and the important act to protect cultivated land. In this paper,the importance of land consolidation and rehabilitation is discussed and some practical experiences and effects of our country are introduced too. At the same time,some effective acts are suggested considering the present condition of land consolidation and rehabilitation of Henan province as well.
