摘　　要：1999年 ,吉林省第一次利用国债资金进行水土保持工程建设 ,本文详细介绍了取得的显著成效和做法 ,针对目前水土保持国债项目建设中存在的问题 ,提出了今后的工作重点。The soil and water conservation project is constructed first using the national debt in 1999 year in Jilin province. The paper introduces the acquired result and the way of doing, puts forward the focal point of work in fufure in accordance with the existed question in the national debt project construction.
