摘　　要：项目建设前期工作是以项目论证和经济效益预测为中心的一项系统工程。我国当前表现在项目建设中的各种矛盾和问题 ,根源就在于其前期工作缺乏科学化的管理。要解决科学化管理的问题 ,就必须以咨询业市场的开发和建设为目标 ,使项目咨询业市场化、业务人员高素质化、咨询成果商品化 ,而实现此三化的首要工作 ,则在于对可行性研究从性质。It is a systems engineering that construction project wo rk at an earlier stage,its centre is the project demonstration and economic bene fits foreasting.At present,the problems of construction project come from a sour ce that scientific Management been Lacking in earlier stage. Solving the problem s rely on the project consulting marketization,the business staff high-qualityi zatior,and the consultation product commodityization. The aim is the development and construction of consultative market. The most important task is the transfo rmation of recognition for the research of feasibility from nature,social enviro nment to economic system.
