摘　　要：本文就网络媒体上大量信息垃圾的产生、网上虚假新闻信息的衍生等问题进行了讨论。指出 ,通过控制新闻传播中介——新闻媒体的方式和单纯依靠行政手段进行舆论管理已难适应网络媒体的发展 ,舆论管理部门必须在第四媒体尚未完全形成之时 ,尽快研究对策 ,这样才能不失先机 。This paper is aimed at discussing on the appearance of information rubbish and false mews in network media.It points out that, due to the rapid development of network, it has become more difficult to manage the public opinion by media control and administrative regulation. The management departments should find out measures to cope with the problems before the fourth media takes its shape. In this way, they will possible take the opportunity and win the final success. [
