摘　　要：本文较为系统地介绍了美国等西方国家从1980年代开始形成并广泛应用于实践的交通影响分析概念、方法和基本程序，讨论了为什么要进行交通影响分析、交通影响分析能解决哪些问题、如何组织开展交通影响分析、如何确定交通影响分析的研究范围和预测年限、多大规模的场所开发必须进行交通影响分析, 以及怎样进行交通影响分析等问题。：This paper presents some fundamental concepts, methods and procedures which have been formulated and widely practiced in western countries such as the United Sates since 1980s. The paper supplies the answers to: why should traffic impact analysis be conducted when a site is proposed to be developed, which kind of problems can be solved through traffic impact analysis, who will sponsor or supervise the preparation of a traffic impact analysis, how to determine the study area and forecast horizon of a traffic impact analysis, how about the standards related to the size of different site developments necessary for a traffic impact analysis, and how to prepare a traffic impact analysis.
