摘 要:提出了一种电力市场下解决阻塞问题的新方法 ,它可以根据市场报价同时调整实时平衡市场下的发电机出力和削减部分短期双边合同量。建立了阻塞管理的非线性数学模型 ,应用改造的非线性原对偶内点法最优潮流求解以上模型 ,计算出的节点实时电价体现了如何在各用户中分摊阻塞管理费用。算例表明 ,该方法可以根据市场参与者的报价得到最优的调度方案 ,利用节点电价指导用户调整用电计划 ,从而有效地解决了阻塞问题。A new approach of real-time congestion management under deregulation environment is presented in this paper, in which resources in both balancing market and forward markets can be efficiently dispatched. The nonlinear model of a modified optimal power flow (OPF) is proposed to implement such an approach and a primal-dual interior point nonlinear programming method is applied to solve the optimization problem. Nodal price for the real-time congestion management is analyzed to show how to allocate the cost of congestion management among the market participants. Numerical examples illustrate that the approach can optimize the re-dispatching according to the bids submitted by the markets participants, and instruct the consumers to adjust their demands with the spot prices. Therefore the transmission congestion can be efficiently reduced through the proposed approach. This work is supported by the Key Project of the Natural Science Foundation of China (No. 59937150).
