摘　　要：Internet的产生和发展 ,给知识传播方式带来了根本性变化 ,而科技期刊间的竞争也日趋激烈。如何使学术期刊早日走出低谷 ,脱颖而出 ,充分显示其社会价值和品牌价值 ,我们提出了自己的办刊理念 ,即 :遵循办刊宗旨 ,为国家建设服务 ;以学术质量为核心 ,全面提高整体水平 ;准确定位 ,突出特色 ;树立精品意识 ,完善工作机制 ;运用现代科技手段 。With the rapid development of modern science and technology,the fundamental change of the methods of knowledge dissemination brought about by Internet,and competition among different scientific journals,it is important to find better ways to meet the challenge.This paper offers our philosophy in publishing modern academic journals:take academic quality as the central concern,improve the overall quality,show special features,strengthen the awareness of excellence in publishing and perfect inner workings, and take advantage of modern technology and change the traditional publishing modes.
