美国海岸带综合管理及其对我国的借鉴意义

摘　　要：1972年美国颁布了世界上第一部综合性的海岸带管理法规———《海岸带管理法》 ,标志着现代海岸带综合管理的开端。在回顾美国海岸带综合管理发展的基础上 ,从海岸带管理立法与政策、管理形式、体制和公众参与等 4个方面概括了美国海岸带综合管理的主要特点。最后 ,针对我国在进行海岸带综合管理试验中面临的问题 ,提出了若干建议。Based on the development progress of integrated coastal zone management(ICZM) in the U.S.A,this paper employes an analysis of main characteristics of the ICZM on the following four aspects :legislation and policy,system of organization , model of management and the public participation. Finally,suggestions to the development of ICZM in our country was made.
