摘　　要：中国经济改革已到了成败的关键时期,成败主要取决于政府行为。这里从政府应转变的观念入手,从理论经济学角度阐述了X效率与政府行为的内在联系,并以实例讨论政府降低X低效率的切入点。It is a crucial moment for Chinese economic reform.It depends on the conducts of our government whether our reform will be successful.The paper starts its discussion with the idea that the government should change its mind.It expounds the inherent relationship between X efficiency and government conducts.From the economics point of view.Furthermore,it also sets some examples to discuss the starting point for the government to lower its X inefficiency.
