摘　　要：股票市场对经济发展具有重要作用 ,但股票市场对经济发展也有副作用 ,新经济正在改变着生产与消费相互作用的主导地位 ,消费占据主导地位 ,制约生产环节。对上市公司实行现金红利率分配标准 ,作为送配股票的条件 ,有利于保护消费投资的利益 。Stock market plays an important role in the economic development and the side effect should not be neglected either. New economy is working out a profound influence on the domination on the interaction between production and consumption. Consumption-dominated situation hinders production. In order to protect the investors' interest, the distribution of dividend in cash should be the precondition for the listed companies intending to distribute shares as dividend or to issue new shares. This can also avoid a breakdown of the stock market resulted from inflation and deflation.
