摘　　要：文科图书引进专款是国家重点支持高等院校人文社会科学发展的专项财政拨款。组织体制建设，订购、流通和管理流程规范对实施文科专款工作具有十分重要的意义。文章结合复旦大学图书馆的工作实践，介绍并探讨了完善体制建设和专款使用实效问题。The fund for foreign liberal arts books appropriated by the state is a special budget used to sustain the development of liberal arts and social sciences in colleges and universities. This paper discusses the fund's management as well as the workflow and the regulations of the management process. It also discusses the improvement of the systematic structure and the efficiency of the fund's allocation and the practices in Fudan University Library.
