克林顿政府的结构性财政政策及对我国积极财政政策的启示

摘　　要：美国在 2 0世纪 90年代取得的经济持续增长的奇迹 ,很关键的一点 ,就是美国政府采取了结构性财政政策。在税收上有增有减 ;在支出上有减有增。美国的结构性财政政策对我们正在执行的积极的财政政策有很重要的启示。利用扩张性的财政政策扩大政府的支出 ,弥补私人消费和企业投资的不足 ;利用财政政策的税收和转移支付政策 ,调节社会收入分配的差距 ,扩大人们的收入水平 ,增加私人的消费和投资 ;利用财政政策对供给的调节作用 ,在解决我国有效需求不足的同时 。One importance of the marvel that the States made a steady increase in economy in the 1990s is that the States government adopted the structural finance policies.There is increase and decrease in tax and decrease and increase in payment.The States' structural finance policies have served as a great source of inspiration for our carrying out positive finance policies.Using the expanding finance polices expands the government's expenditure and remedies the insufficiency of private expense and enterprise investment:Using the policies of tax and shift payment regulates the distribute gap of social income and enlarges the income level,increases private expense and investment:Using the finance policies adjustable effects on the supply solves our country's effective demand insufficiency,at the time,solves the difficulty of effective supply insufficiency.
