摘　　要：任何政治权力系统都必须建立在权力合法性基础之上 ,方可得以稳定和巩固。我国国家行政权力合法性的本质是权力来源于对人民利益的实现能力和程度。我国农村基层权力合法性基础经历了稳定、危机显现、合理调整的发展历程。A political power system should be built up on its legitimacy to reach its stability. The legitimacy of China's national power defines its essence as the power's capability and extent to satisfy the people's interest. The power legitimacy at the rural grassroots level in our country has experienced a developing process—from a stable stage to a period of crises appearing and to now a rational adjusting state.
