摘　　要：文章针对国际法上国际责任这一重要制度的不足 ,结合违反国际义务行为的性质 。In view of existing deficiencies in the system of international liability which forms an important part of international law, this essay probes into the form and the execution of the system from the angle of the nature of violating international obligation.
