摘　　要：黄河下游及上、中游干流的部分河段防洪问题突出。随着社会经济的发展 ,对防洪治理提出了更高的要求。针对现状防洪工程存在的问题 ,结合各河段的防洪工程建设特点 ,“十五”期间应逐步完善防洪工程体系 ,提高工程防御洪水能力 ,满足区域经济发展对防洪的要求。There are conspicuous issues of flood prevention in parts of the middle stem and the lower Yellow River. Higher requirements than before have been put forward for flood prevention management along with social and economic development. Aimed at existing issues in current flood prevention projects and combining with consideration of characteristics of flood prevention project construction in each reach of the river, it should be made during the 'Tenth Five Year Plan' period to perfect flood prevention project system, enhance project capacity for flood prevention, in order to meet the requirement of regional economic development to flood prevention.
